It's an engine coolant heater to help with cold weather starts, sometimes called a 'tank heater'.

A wild guess .. well it looks like an air filter but it's not doing that job, at least not in the photos. Maybe some kind of a coolant circulating heater pump? It's an add on for sure whatever it is.

Ya beat me to it Bob .. your post didn't show yet when I was typing mine up. I suspect that's the power cord coming down from the bottom. How is it being attached to the block? Maybe some kind of a home made flange at the frost plug location?

Block drain plug has been replaced by a hose barb.

It's a miniature 115 volt hot water heater for cold morning winter starts. BTW where is your carb intake hose?

Tank heater as already pointed out. Very common in the old days before factory block heaters came out. It takes coolant from block and percolates it up to the upper radiator hose where it recirculates. Came in various watt ratings. A 1500 will get a 201 cu in engine warm pretty quick in the coldest weather. Yes the cord coming out of the bottom of it powers it. All of the necessary parts came with the kit. Included an upper hose with a connection for it. We got our first one around 1950.

We used to put those kind of heaters on everything, in N MN we needed them, and you could buy them for under $10. When I put the one on our Farmall A I put it close to the carburetor, so it warmed it too, started very well.

I have one on a 3000D ford its been on there for close to 40 years I plugged it a couple weeks ago just to see if it still worked . I also put one on an 1980 ford f150 4x4 in the winter I kept it plugged in every night. at any time I could jump in and run when I got paged out with the vol fire dept. sure kept the water warm where the windows would thaw out quickly

We ran a model A Ford for over 20 years with an open carb intake. No air cleaner, gravel roads, dust everywhere and that carb was mounted low on the right side of the engine.
